They pretty much all come from CNN. I’m trying to find a couple of other sources, just in case I ever run out. Right now I’ve got about a dozen or so stockpiled, but I’d like a few more just so I can make sure I can still publish one a day.
I’ve build a template in Photoshop for the cartoons. I’ve got balloons of various sizes pre-build so I don’t have to spend too much time resizing them to fit just right — the balloons are just a slightly colored box with round edges. The border, shading, and shadows are all using photoshop effects.
I’ve also got an assortment of balloon ‘tails’ and ‘thought bubbles’ pointing in every direction. So when I make a text bubble, I just choose the right one, position it, and then merge it with the balloon layer so it gets the same border/shading/shadow treatment.
It sounds a little complicated, but I’ve been able to make it very easy to make new cartoons. The only hard part is finding new pictures.

So where do you usually get the pictures for your comics? And how exactly do you make the dialogue balloons?
